Exporting the Crisis: Israel’s Quiet Campaign to Relocate Gazans to Third Countries

In a development that has deeply alarmed diplomats, legal scholars, and human rights observers, Israeli intelligence—led by Mossad Director David Barnea—has launched a covert diplomatic campaign aimed at persuading third countries to absorb large numbers of Palestinians displaced by the war on Gaza. During Barnea’s July 2025 visit to Washington, the proposal was formally presented to U.S. officials and included Ethiopia, Indonesia, and Libya as potential host countries. This comes after Egypt firmly rejected Israeli overtures to designate part of the Sinai Desert for what Israeli authorities euphemistically describe as a “voluntary humanitarian relocation.” In reality, this initiative amounts to the ethnic cleansing of Palestinians—a policy that several Israeli ministers have openly championed with increasing brazenness, stripping away any pretence of subtlety or legality.

Behind the language of humanitarianism, however, lies a stark and controversial reality. Critics argue that what is being portrayed as a benign solution to a humanitarian emergency is in fact a form of forced displacement—engineered under the shadow of a devastating military campaign that has left Gaza’s population without safe refuge, food security, or access to functioning infrastructure.

According to Israeli reports, officials have initiated discussions with at least five unnamed countries, three of which have been publicly identified. While Israeli sources claim that “some openness” has been expressed in these talks, none of the targeted nations has acknowledged any agreement, and several have issued outright denials.
