Targeting Tel Aviv: Hezbollah’s Calculated Response to Protect Civilians and Deter Israel

Hezbollah’s latest ballistic missile strike on Tel Aviv and its suburbs is not unprecedented, nor is it necessarily and exclusively connected to the landing of US presidential envoy Amos Hochstein in Beirut to receive Lebanon’s response to the ceasefire proposal. Instead, the precise missile strike carried several layered messages, reflecting leadership coordination and decision-making, the precision and strategic choice of the target, and Hezbollah’s intent to establish deterrence to halt Israeli attacks on civilians in the Lebanese capital, Beirut. This action directly counters the US-Israeli narrative that Hezbollah has lost its ability to protect Lebanon and must, therefore, be disarmed.

Lebanon faces an ongoing war where any sign of weakness could be misinterpreted. It cannot outright accept or reject the American-Israeli ceasefire draft without addressing its embedded pitfalls. These include provisions asserting “Israel’s right to defend itself,” creating an American-Atlantic committee to monitor the cessation of arms supplies south of the Litani River and preventing Hezbollah’s rearmament by overseeing the Lebanese-Syrian border. These conditions aim to weaken Hezbollah’s capabilities and ensure long-term Israeli control.

Israel has not achieved sufficient victories to impose additional terms on the UNSCR 1701 articles and expects Lebanon to agree without negotiation. Its military forces remain bogged down in southern Lebanon despite operating in areas it has devastated during the last thirteen months of conflict. This protracted struggle began on October 8, 2023, when Hezbollah entered the fray to support Gaza. Hezbollah’s resilience and strategic actions, such as striking Tel Aviv, highlight its ongoing role as a formidable actor in the regional conflict, challenging Israel’s objectives while safeguarding Lebanese sovereignty and civilian security.
