The Mecca Pact: The Regional Order Israel Helped Create

The Mecca Joint Defence Agreement brings together three capabilities rarely combined within a single regional framework: Saudi Arabia’s financial and energy power, Turkey’s large NATO-trained military and expanding defence industry, and Pakistan’s experienced armed forces and nuclear deterrent.

Although the agreement was negotiated for almost a year and builds upon longstanding bilateral military relations, it emerged publicly at a decisive moment. Israel is approaching elections on 27 October. The United States and Israel have failed to impose their objectives on Iran through military force. Iranian missiles have exposed the vulnerability of American bases and Gulf infrastructure, while Washington’s traditional allies are questioning whether the American security umbrella still offers protection or merely turns their territory into a battlefield.

The pact was signed in Mecca on 7 August 2026 by Saudi Crown Prince Mohammed bin Salman, Turkish President Recep Tayyip Erdoğan and Pakistani Prime Minister Shehbaz Sharif. It stipulates that an armed attack against any signatory will be considered an attack against all three. The parties intend to establish political and military coordination mechanisms involving their foreign and defence ministers and armed forces commanders. They also plan joint land, naval and air exercises, cooperation in air defence and unmanned systems, and collaboration in electronic warfare, artificial intelligence, weapons development, production, technology transfer and logistical support.

The agreement is not a Muslim NATO. It has no announced integrated command, permanent military headquarters, automatic operational plan or clearly defined obligation specifying what each signatory must do if another is attacked. Pakistan and Saudi Arabia already had a mutual defence agreement when Iranian attacks struck the kingdom, yet Islamabad did not intervene militarily. Pakistan has also resisted suggestions that its nuclear deterrent automatically extends to Saudi Arabia.
